A lot has been said in recent years about EU institutions being unable to connect to citizens. For all the sense of urgency to tackle this in the aftermath of the disaster of the French Non and Dutch Nee to the Constitutional Treaty, I have not seen a fundamental change in Brussels. Margot Wallström, the Commissioner for Communication who tried to do something about it, was regarded by most institutional insiders as a troublemaker, her portfolio dissolved in the second Barroso Commission.
The causes for this are manifold, here I just want to focus on two crucial aspects:
- communication as part of policy making, and
- the ability of the bureaucratic apparatus to adapt to modern patterns of mass communication.

Es gibt zwar unter den Christdemokraten wohl weniger PolitikerInnen, die ich schätze und bewundere, als bei den meisten anderen Parteien – diesen einen dafür um so mehr. Wenn es im Jahr 2009 noch ein Fünkchen Hoffnung für einen demokratischen Fortschritt in Europa gibt (mehr Gründe für meine düstere Stimmung hier und hier), dann m.E. nur diesen: Die Europäische Volkspartei soll, anstatt uns mit weiteren fünf Jahren Barroso zu strafen, Juncker zum europaweiten Spitzenkandidaten für das Amt des Kommissionspräsidenten ausrufen – und anschließend, nach der Ratifizierung des Vertrages von Lissabon, falls es tatsächlich dazu kommt – ihn auch noch zum Ratspräsidenten machen.

Before the upcoming “crisis summit” of the European Council on 19 June 2008, members and friends of Citizens of Europe (that includes me) issued a statement:
Do not carry on trying to push through reforms against the doubts of significant numbers of citizens. Take your time to rethink the current approach to EU reform.
We suggest appointing a small team of respected Europeans who, within two or three months’ time, should present suggestions to the European Council about how to proceed. Such a group of mediators should analyze the reasons for the No votes without any ideological assumptions, define the European consensus existing and suggest further steps and measures.
Whatever steps you take now, they must be as inclusive as possible, based on dialogue and mutual respect, transparency and flexibility. There are more people who care about Europe than you think. Do not dismiss them.
